However, <strong>they are the group that is least often included in defining the tourism strategy<\/strong> for their area. As a result, local communities may view tourism development with scepticism and remain passive &#8211; or even excluded &#8211; from the process.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">The <a href=\"https:\/\/sineglossa.it\/en\/projects\/bluetour\/\">BlueTour<\/a> project strives to reverse this trend in two ways:<\/span><\/p><ul><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><strong>Engaging the inhabitants of three European coastal cities (Lesbos, Faro, and Ancona) on rethinking their local tourism strategies and how to make them more sustainable and inclusive.<\/strong> This involves organising workshops, interviews, and other forms of community engagement to gather insights and perspectives from locals.<\/span><span style=\"font-weight: 400;\"><br \/><br \/><\/span><\/li><li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><strong>Involving three artists in a training and production process aimed at translating what emerges from inhabitants into artworks<\/strong> that let the community and tourists read these places through new points of view.<\/span><\/li><\/ul><p><span style=\"font-weight: 400;\">Since January 2023, the project involved a needs analysis phase about local tourism&#8217;s state of the art in the three territories of Faro, Ancona, and Lesvos. Based on <\/span><a href=\"https:\/\/sineglossa.it\/news\/tre-focus-group-per-un-nuovo-turismo-nelle-aree-costiere\/\"><span style=\"font-weight: 400;\">these need analysis results<\/span><\/a><span style=\"font-weight: 400;\">, Sineglossa developed the BlueTour <\/span><a href=\"https:\/\/sineglossa.it\/wp-content\/uploads\/2023\/10\/Bluetour_Guidelines.pdf\"><span style=\"font-weight: 400;\">guidelines<\/span><\/a><span style=\"font-weight: 400;\"> and led a <\/span><a href=\"https:\/\/sineglossa.it\/news\/come-formare-gli-operatori-culturali-sul-community-engagement\/\"><span style=\"font-weight: 400;\">capacity-building workshop on community engagement<\/span><\/a><span style=\"font-weight: 400;\">. The workshop aimed to tackle the issues highlighted by these focus groups: empowering local communities to influence tourism strategies inclusively and facilitating grassroots participation in how the city presents itself to visitors.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f34f949 elementor-widget elementor-widget-text-editor\" data-id=\"f34f949\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><em>BLUETOUR is a transnational cultural cooperation project led by Sineglossa, in partnership with Latra and the Municipality of Faro, co-funded by the European Union&#8217;s Creative Europe program under Grant Agreement No. 101100189. Various communities were invited to the meetings: students from the university course on sustainable tourism, business and tourism managers, refugees, political representatives working in the cultural and tourism sector, environmental experts, LGBTI+ activists, people with disabilities, local artists and practitioners working with minorities. In addition to collecting stories and places of significance for the different communities, the artist also played the role of facilitator in some cases, helping the various stakeholders to connect.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ffcba4b elementor-blockquote--skin-border elementor-widget elementor-widget-blockquote\" data-id=\"ffcba4b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"blockquote.default\">\n\t\t\t\t\t\t\t<blockquote class=\"elementor-blockquote\">\n\t\t\t<p class=\"elementor-blockquote__content\">\n\t\t\t\tPaolo in Lesvos was both the artist and the \u201ccommunity weaver\u201d. There was already some trust: everybody knew Paolo. \t\t\t<\/p>\n\t\t\t\t\t\t\t<div class=\"e-q-footer\">\n\t\t\t\t\t\t\t\t\t\t\t<cite class=\"elementor-blockquote__author\">Aris Papadopoulos, LATRA art director<\/cite>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/blockquote>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-d191f79 elementor-widget elementor-widget-text-editor\" data-id=\"d191f79\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">In this process, it was useful to set up the <strong>relationship between artists and gatekeepers <\/strong>not as a &#8220;capacity building&#8221; or <em>transfer of skills<\/em><em>,<\/em> but more as an <em>exchange of knowledge and perspectives<\/em> about the space in which one lives. Moreover, the artist opted to <strong>concentrate on a specific and defined geographical area<\/strong>, making it easier and more effective to <strong>reconstruct a &#8220;sense of community&#8221;<\/strong>.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9dec7c3 elementor-blockquote--skin-border elementor-widget elementor-widget-blockquote\" data-id=\"9dec7c3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"blockquote.default\">\n\t\t\t\t\t\t\t<blockquote class=\"elementor-blockquote\">\n\t\t\t<p class=\"elementor-blockquote__content\">\n\t\t\t\tThe artist wanted to cover the island, even though there are lots of differences: needs, expectations, and institutions. You have to keep it focused. When you overextend, you lose the emotional connection with the communities. To achieve more effective results a top-down approach, which falls back on the communities from the policy-makers, could prove useful.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">What does it mean to offer tourists an \u201cauthentic\u201d experience? During these meetings, <strong>it emerged that authenticity runs the risk of flattening and homologating if it is not radically linked to a sense of the \u201cunexpected\u201d<\/strong>, to stories, places and meanings that characterise Faro uniquely. This is why citizens should train themselves to visit their city \u201cas tourists\u201d, to bring out the \u201cspirit of place\u201d.
